In no$gba with pokemon games we have this issue ok I found in other site the solution here it is
Right click either the shortcut to or the actual no$gba file and choose properties. Click on the compatability tab and in the input settings area, choose to disable the advanced text services for this program.
Set the compatibility for the No$GBA executable for Windows 98 (you know, right click on the exe/shortcut, Compatibility, etc.).
So try to tick both options and check if the bug doesn't appears again ;)
