Fast Dual Core, 2Gb Ram, modern dedicated videocard.....as a minimum. The reason you're experiencing bad framerates is because your processor, ram and probably videocard don't meet the minimum spec.

Fast Dual Core, 2.

Sorry you should say Fast Dual Core Intel,i learned this on my own skin:( ,even if you have AMD64x2 gamecube/Wii emulation is better for you:p

People have reported good results with some AMD dual core processors so thats not entirely accurate. A Core 2 Duo or Quad is currently the better processor to use overall but its certainly not the only one that will offer acceptable results.

Different PC's have different architecture and different quality components and hundreds (probably thousands) of different Bios and OS configurations, all of which combine to determine its overall performance. I wouldn't want to encourage someone who has a perfectly good CPU for the job to buy something they don't need at the moment just based on personal experience.

of course, but only if you have over 3.20 ghz AMD you can say that but for an Intel all you need is 2.60/2.70 ghz and its no denying the newest pcxs2 releases like Playground doesnt suport AMD

Some games may run at full speed, some may not, even if you meet or exceed the minimum requirements.
