I'm running Windows Vista (shitty I know) atm, and am having problem loading the game from CD. It says I'm missing the WNASPI32.dll file, so I went and downloaded it, put it where I should expect it to go, but it still says I'm missing the file, Where exactly does it go? (I already searched but every result was based on Windows XP :()

If it was ePSXe that complained about the file, the most educated guess would be that you put it in the ePSXe folder.

Presuming you've already download the .dll go to C:\windows\system32 and paste the dll in there. The ASPI.dll refers to your CD/DVD drive (or most usually a virtual CD/DVD drive) Its often required when you want to run old media on a modern drive.
However if you're running from an ISO or Cue/bin file then simply launch it using the ISO option from the ePSXe file menu as ePSXe will run these disk images natively and you don't need to mount it onto a Virtual Drive in most cases.
Edit: Actually scratch that, just read your first post again and you state you are running from disk. If you can't get the ASPI dll installed properly you should consider ripping the disk to an ISO, which will generally give better performance than running from disk anyway.

I have no idea how to rip a PSX disc to an ISO. I can do it with a PS2 disc no problem but not PSX :/
Also, I read somewhere that I need a WNT/W2K core 1.7.0 plugin... which just so happens to not be on this site.

As far as I remember that one is included in the ePSXe. Are you using the latest version of ePSXe? If not, go to the ePSXe homepage (http://www.epsxe.com/download.php) and download it there!

That depends on the laws in the area where you live. But ripping tutorials can be found all over the net so I doubt that is a problem.
