OK, I can't find the default SAVES folder for my pj64 Emulator. I guess it was supposed to be installed by default, but I cannot find it anywhere. When I go to
C:\programfiles\project64 1.6\ the SAVES folder is suppose to be there underneith the Doc, Lang, and Plugin folders, but it is not there or anywhere...

Where else could my saved games be???? thanks, in advance

You need to go to Options menu and select Settings-->Directories to see what path is chosen for your saves.

When I look in the "directory" tab under "options", it says that my "saves" Folder is located here: C:\programfiles\project64 1.6\saves

however, when I navigate to that location I can't actually see the "saves" folder" anywhere. All I see is the Doc, Plugin, and Lang folders, along with some other stuff.

And I take that you have actually made some save files so that the folder has been created? If so, check that the C:\programfiles\project64 1.6\ folder isn't read-only.
