Has anyone every experienced something like this ?

My brother tried ZSNES a long time ago. He constantly complained of and showed me how Mario RPG just doesn't save his data. Or is rolled back to a random save.

Here we are years later and he just loaded mario RPG to find his save spot at LEVEL FUCKING 3, when he was in Nimbus Land and level 20 the day before

Is this a specific problem with this game ? The rom is from me, so I know its been put through Goodtools and the like and is in good condition. I didn't have a problem the whole time I played the game a month ago, and have never had this problem with ZSNES or any other roms and emulators.

I don't understand why he is the only person on the planet who seems to have this problem.

I've had similar problems with some games. I use Zsnes almost exclusively, and I find it has trouble remembering a lot of things. For instance, the load rom screen always starts out at C:\ now, where it used to be the last folder i loaded a rom from. I have had some save states not work right as well, but I can't remember specific games. Seiken Densetsu 3, maybe, and Secret Of Mana. Probably Super Mario RPG as well, since I seem to remember getting extremely frustrated with it four or five times and just up and quitting five minutes in. My guess is it has to do with Zsnes, so as much as I like that emulator, I would suggest having him try Snes9x or something similar to see if he has problems.
