Been playing around with these lately - but basically are to 'enhance" your gaming experience by “re-facing” the graphical aspects of a particular ROM, going beyond the original design...

-- What You Need --

*The Game (A ROM)
*Project64 v1.6 (An Emulator)
*Mudlord's Rice Video v6.1.3.3 or v6.1.4 (A Video Plug-in)

-- Setting It Up --

(1) Extract Video Plug-in: "./PJ64 v1.6/PLUGIN"
(2) Create Folder: "./PJ64 v1.6/PLUGIN/Hires_Texture"
(3) Open: "PJ64.EXE"
(4) Go To: OPTIONS - SETTINGS: “Video (graphics) plugin:” (SET TO) “Mudlord's Rice Video”
(5) Go To: OPTIONS - CONFIGURE GRAPHICS PLUGIN - TEXTURE ENHANCEMENT (TAB) (CHECK BOX) “Load hi-res textures if available”

Just open the emulator, then open the ROM, and should display a black screen while continuously loading files from a directory (otherwise you may need to go over the directions above if not). After it's done, the game should play and be in fact different…

This may seem like a dumb question. Can you download these packs and the graphics be enhanced without a fancy HD video card?

Just to note...

Noticed by loading from "dumped" textures, emulation of the ROMs is quite smoother and correctly displayed. Look at LoZ: Majora's Mask for example, by using Djipi's "Real" HiRES, the once black flooring areas of the town center(where the Inn and Mayors' is located), actually shows texture...

May be an ideal here? Possible "dumping" of non-correctly displayed games (such as Beatle Adventure Racing, Vigilante 8, Gauntlet legends, and etc.) could be in fact a solution? Just a rough idealing here - though getting the actual missing textures could be the challenge...

This may seem like a dumb question. Can you download these packs and the graphics be enhanced without a fancy HD video card?

I'm using a basic GeForce4 AGP (64-bit) card, and don't have one slight problem... ;)

Well my Nvidia card is kinda old it is made in 2000-2002. NVIDIA GEforce 4 420 video card. It handles Zelda 64 games well, but i think it might be time for an upgrade in the video card department.

Ah, I got a "440" (2001 model), doesn't matter, all you can do is give it a go. I'm sure it will be fine. ;)

As long as you can run it at 640x480, it should work fine.
