The first revisions of the American (and Japanese?) PS3's were just shy of 100% compatible with PS2 games as this revision had all the necessary hardware (Emotion Engine....etc).
The European PS3's were only compatible with a limit number of PS3 games through software emulation as the Emotion Engine was removed to cut down on costs.
But now it seems Sony has abandoned backwards compatibility for the 40GB version which will run only PS3 (and I'm not 100% sure PSX/PS1 games). Although there are rumors Sony could release a PS2 compatible PS3 which will use software emulation so it wont be 100% backwards compatible.

He is ask for PCSX2 emulator to run on PS3 which is not necessarily because PS3 is a PSX/PS2 backawards compabtibility.

No try put ps2 emlator in your ps3 for why my friends make this mistake and crash all ps3 software inside console.
