How would that be illegal? It's just a GUI mod.. Like any other part of a Windows Theme

it is no secret.

One feature we particularly enjoyed from Windows 98 on up was the ability to change the wallpaper of a folder as well as the text color of the icons in that folder. This would help make each folder easier to identify and would bring a personal touch to PC.

As Windows XP Home/Pro was released, many have realized that Microsoft had removed our ability to change wallpaper of our folders! Shortly after we realized the trouble on our machines, we got to work on a solution. We’ve found that Microsoft™ did not remove the ability to change the background and text color but instead hide the interface.

Now, it is somewhat simple for anyone to add wallpaper to a Windows XP folder.

1) Open notepad

2) Type in the text below
[{BE098140-A513-11D0-A3A4-00C04FD706EC}]
IconArea_Image=[name of image here]

example

[{BE098140-A513-11D0-A3A4-00C04FD706EC}]
IconArea_Image=test.bmp

if the image is in another path do this

[{BE098140-A513-11D0-A3A4-00C04FD706EC}]
IconArea_Image=c:\another_path\test.bmp

3) Save file as desktop.ini
Save as type : All Files

4) Copy the desktop.ini file you just created, and
paste into the folder you want the background to
be change

5) Go to START --> RUN..

6) Type Attrib s "C:\Location of your folder"
Click OK

7) Open your folder and the picture should be set by now.

There are a few apps out there you can install that do it for you (PropertiesPlus, or even XP).

Of with Windows Registry Editor Version 5.00

just add.

[HKEY_CLASSES_ROOT\Directory\shell\customize]
@="Customize Wizard"

[HKEY_CLASSES_ROOT\Directory\shell\customize\comman d]
@="ieshwiz.exe %1"

and you have the 98 interface back.

Ok this is how I did it I did not know I could post this program or not :)

Windows 98 comes with a utility named Customize Folder Wizard (ieshwiz.exe) using which you can customize the folders easily. IESHWIZ automates the Desktop.ini and Folder.htt editing process. This utility works fine in Windows XP as well.
Using IESHWIZ

* Download ieshwiz.zip from here
* Extract ieshwiz.exe to C:\Windows\System32 folder
* Open a Command Prompt window (cmd.exe) and type:

IESHWIZ <path:\foldername>

To customize the D:\Tools folder, replace <path:foldername> placeholder with D:\Tools

* Select the background image for that folder, and click Next
* Open the folder D:\Tools to see if the changes are applied.

Note that the text color in a folder can be customized using the wizard. All of the these settings are stored in a file named Desktop.ini within that folder. For more information on Desktop.ini files, see the MSDN article Customizing Folders with Desktop.ini (Windows Shell and Controls)

i would like to have a better program that works with windows XP

[HKEY_CLASSES_ROOT\Directory\shell\customize]
@="Customize Wizard"

[HKEY_CLASSES_ROOT\Directory\shell\customize\comman d]
@="ieshwiz.exe %1"

If I had a penny for every item they did take out, i'd start up my own software monopoly.
