I have seen before a mame version that was optimized for neogeo games.
Do you know what's its name or website?

Current builds of Mame are all working 100% with NeoGeo games. You might be thinking of NeoRage which uses a number of hacks to enhance performance on lower end systems but other than that mame surpassed NeoRage a long time ago in terms of compatibility.
