What spec pc do you need to play these games on the latest mame at full frame rate

Why not use CPS3 Emulator v1.0a ? For my 2.4ghz.. At full frame rate. I tried with mame and I have the same result.

Minimum processor requirements to run games at 60fps are aprox 1.2~1.4GHz.
