What's a good cheat program for games?

I'm playing Shining Force CD, and am using Memware, but when i make a code to enhance one character, another gets the axe, or will sacrifice one of his own attributes, most notably the ability to move. Any code i make will be buggy and it only works while i'm playing the game at the time (the same code stops working when i close and reopen the game)

Any one know of any better cheat programs?
