Making Homebrews?

Im looking at making some homebrew games for the NES, I will be using the emulator nestopia. What software will I need to do this.

this is known as "rom hacking" http://en.wikipedia.org/wiki/ROM_hacking

There is no dev system for that, you have to hack apart existing games. At least thats what i know of it.
