Yes, there are PSP emulators for PC. Do they work? I don't think so.

There is a PSP emulator but it only runs very basic 2D games with glitches.

Yeah, you wont see few games working for at least 5 years.

Buy PSP for now. :)

I'm not going to buy a 200 dollar console for one game which I would have to import from japan anyways, I wanted an Emulator so I wouldn't have to buy the system and import the game.
