bios for ePSXe

Where do i find bios? i tried this delta thing but it wont let me congfigure the graphics

Depends what you mean by 'find bios'. In terms of the emulator, just creat a folder called bios in the emulator folder and put your bios files in there.
If you mean where can you actually get the bios files from, unfortunately they are copyrighted material the same as game roms and this sites AUP forbids discussion of sites where copyright material can be appropriated.
