that doen't answer my question it has nothimg to do with win 98

No there isn't a PS2 emulator that works with Win98. You will need Win XP and realistically a Core2Duo, at least 2 gigs of ram and a fairly badass graphics card. There is no alternative, there are no settings you can tweak to make it run on lesser systems or older OS's.

In a word - No.
