Does Project64 need a Joystick to work (You know, For the C-Stick or whatever its called)? Because I want to play some N64 games but I don't have a Joystick.

No, not really, you could set it as a directional pad, but might not get the desired movement you want, probably delayed movement here and there, which I think your talking about the analog. The C buttons were originally yellow directional buttons. Hope this helps. :)
EDIT: What I mean about "delayed movements" was that 3D games are made to move at all sorts of angles, can't think of what it is called at the moment, so were designed to use the analog, so with a directional pad, you won't be able to move at all those angles, but doen't hurt to try. :)

I meant C stick. I'm pretty sure thats what that middle stick is called

But it doesn't need a joystick? Good!
Now all I need is some good N64 games (I can get the ROMs myself)

Oh, Been a while since I actualy used an actual 64, But I changed my mind, I learned the size in MB of the ROMs, And the site I use to get ROMs uses a points system thing, You post to get points, Then transfer those to the points I can download with, The size of N64 games are huge! and for each point you need 30 "GP"s (The Post ones) to get 1 "DP" (The download ones) and for posting you get 6 GPs and for a new topic you get 10, Plus theres a reset every day to about 12 DPs, But I would need to make ALOT of posts just to get enough O_O

I was actualy thinking use the number pad thing for it (Might not use that), but I can figure out my own controls, but thanks for helping me out with a suggestion.
