Help with EPSXE

I really need some help configuring my epsxe for FFVII
I can not seem to get it perfect.
I use

Pete's OpenGL2 Driver 2.8
Eternal SPU Plugin 1.41
ePSXe CDR WNT/W2K core 1.5.2.

Basic of my Comp:
1024Ram
256mb ATI Radeon
Vista
its laptop

If you want PERFECT emulation, get pSX (http://emulator-zone.com/doc.php/psx/psx_em.html) instead. I don't know if this works for Vista though.

could you explain to me how to use it? It is Rar file what is that?

It's a compressed file, just like ZIP. To open it, get WinRAR (http://www.rarlab.com).
