Mobile Emu

Ok I know this is a rather odd question but I have seen emulators for mobile phones, pda etc. However is there a emu for mobile phones? Now when I say mobile phones I dont mean something I can upload to my mobile phone an play a gameboy game. I mean a emu that will emu mobile phone files such as sisx files an other mobile based software from a win32 os.

Any help be nice been googling for hours.

I did a thorough search once, and it seems that the only ones available are not very good and all paid ones.
