Rapidshare account problem

Okay i just got paid 9.99 USD from a AD company from the net.

No i want to buy a rapidshare premium account but they need my credit card
and i have my USD at my money at my account shows that money , why can't i just pay via PAYPAL and without the credit card verification ?

I presume so they can then provide personal details if they are requested by any agencies in the future investigating misuse.

Age verification maybe? Or maybe they just don't accept PayPal like a lot of places don't. I use it on Ebay but hardly ever transfer the money to my account because of the percentage they charge.
