that question depends on the person, for me, i guess it would be pokemon D&P since you can transfer your pokemon from the previous gba games...this is not yet possible in No$Gba or Desmume.

Animal Crossing was good but get's boring. I'm was playing Trauma Center but haven't picked my DS up in months

And to answer your other question, we can talk about emulators because they are generally open source and in the public domain where as the majority of roms are not. It really differs from rom to rom though since I'm sure talking about open source/public domain roms would be allowed but conversly talking about hacks/cracks for copywritten emulators such as Speculator wouldn't be allowed.

but how come ppl say u needs a mod chip to put in ur PS2 wats the point in the ps2 emulator then if u need a real ps2 to paly the games and all that i think its useless then and if it isnt can some1 tell me how i wnana play PS2 games that arent in my stores anymore or online but everysone so far says u need a PS2 and a mod chip to play the emu but they said it is a useless thing some1 help also im running lowe on space here im typing 2 much useless junk like this
