The answer is very simple. Some CDI files can't be mounted using a virtual drive for some reason. What you need to do is burn the CDI image to CD-RW. I suggest you use alcohol 120%.
It should work.
If you want to mount the CDI file to a virtual drive just make an image of the file that you burned to the CD-RW.
I suggest using alcohol 120% to create the image, daemon tools to mount the image file and the creation of a mds image file.
