Do you need to have a controller for the emulation programs, or can you run one with your basic laptop setup?

If by "basic laptop setup" you mean just with a key board, then no. You can just use the keyboard instead of a controller. But you can get things that you can plug into USB ports that you can plug controllers such as N64, Snes, PS. I'm sure that ther are some others.

Easiest one is the Xbox 360 joypad, cause the bottons and everything is in the same place as a Playstation joypad
