problem with mario 3(the old game)

i have mario 3 and i have joypad 4 but 2 axis.
but i cant choose any thing why(look to pic)

i dont really understand whats wrong....but what i intrepret from that is.. you need to move to 1 and hit A

have not played that game in a year or so, but I think you just move up. and when on level 1 you hit 'A'. From what I remember you wont have anything where you put empty untill you get an item first.
