It's because Windows Live Messenger is currently in beta stage and can only be used by beta testers; in other words, it's still not open to the public, but it'd be nice to have more beta testers.
I've used it for a long time and I didn't find any problems.
If you want an invite, PM your MSN to me.
Another thing: You can't have MSN Messenger 7.5 and Windows Live Messenger. It's only one at a time.
