how to turn a regualr CD game data into a rom for a emulator?

I think the term you are looking for is "ISO", not "ROM".

There are some CD burning programs such as Alcohol 120% and CloneCD that allow you to create images of the CD-ROMs called "ISOs" mainly used to create backups. Then when you create them, you should be able to run it on the emulator.

By the way, the emulator can run the game directly from the CD-ROM too.
