Thats plenty to run a GBA emulator. My processors much slower than that and it handles it fine.

I'm a noob when it comes to this stuff so bear with me, my specs for my comp are:
Intel(R) Celeron(R) CPU 900 @ 2.20GHz
2GB RAM
Microsoft Windows 7, 64-bit
Video Card Mobile Intel(R) 4 Series Express Chipset Family

Your system is enough... the GBAdvance has very low requirements

Any computer will run a gba emuator!
