As the title says, where can I get games for emulators?

Any downloadable rom of a game that was commercially available is illegal, making a rom of games you own is also illegal. There are a couple of exceptions where publishers have decided to release the games for free but not very many.

If by 'not illegal' you mean home made games then searching for 'homebrew' preceded by the console you want homebrew games for in google should get some results.
