Well, where to start?
- Is your controller already installed and configured on Windows?
- ROMs go in the same folder where your emulator is (typical place, but you can put them wherever you want).
- Don't ask where to get ROMs. It's against the rules.
- To configure your controller with the emulator, go to the input configuration (I don't remember how 1964 works, so the menu structure should be similar) and then make the key assignments (configure each button).
