Mame will by default attempt to display a game with its correct aspect ratio, so if the game wasn't displayed on a horizontal monitor, more often than not it will keep its original aspect ratio and give you black borders at the sides of the game screen.
When you open mame32, go to 'options' 'default game Options' and select the 'display' tab. There should be an option to 'enforce aspect ratio'. If you deselect it then games should be stretched to fit your whole game screen, although sometimes the graphics can look flattened or wrong when a vertical game is stretched across the screen.
