Well first what is your definition of goof FPS?
Lets assume you are being realistic and asking for a game to run at 5 FPS, then a few of the popular games run. Like SM sunshine, or Zelda or Bust a move. Now that is on a 32 bit os with one heck of a set up. A short way to answer your question would be .. its not any ware near good emulation yet. Now just recently a new version of Dolphin was release. but here is the catch.. YOU MUST HAVE A 64 BIT OS!!. sorry most people find it hard to listen to that part.. Nothing personal.. And yes it actually plays games at "playable" speeds.
