can someone make me a lag emulator so I can lag online with my ps2?

Whats lag?

lag is basically someone who skips around on a video game because of bad connection and a lag emualtor lags up your connection on your pc by making your pc think your computer is downloading a really large file but you can control how much you lag.

why, I repeat why would anyone with a normaly functioning brain want a laging pc?
