You need a flash linker such as F2A.
Many online shops sell them.
If you have one simply connect it with your GBA and your PC and choose to "back up" your original cardridge.
It works for almost all cardridges except some such as "NES classics" that have a new type of copy protection.
I mean... Making my own game, my own levels, sound and all that stuff to be played on my emulator, not to a real GBA.

Basically you need to know some programming and be familiar with the GBA hardware but I don't really know much about it.

I hope that the RPG maker is for PC (to think that someone could spoil the GBA with such a thing :o )
If you really want to make your own game, download gbatek.htm - it's the best technical documentation of the GBA.
But I warn you - it's something totally different than Flash
