SSF lag?

hi, recently i downloaded Guardian Hero and SSF
i managed to get it run but the FPS seems to be too low (8-10FPS)
anyone could help me with this?

Computer config:
AMD 5000+ @3Ghz
8500gt 512mb DDR2
2G DDR2 ram
Hitachi 250g

Computer conf. not have problem.
Use that version game Guardian Heroes (U) [MK-81035] (V. 1.002)
Use emulator SSF v0.09 Alpha R3.
Use one correct USA Bios and one STV-Bios.

Read the rules. You cannot ask for BIOS.. It is illegal and use the google.com to find it, ok ? :)
